(1) In a case, where it seems that there  may be substantial difference in a decision made by the Tribunal or a decision or order made by the Controller or a Certifying Authority, the  Appellate Tribunal shall issue an order of summoning a respondent in a format as referred to in Schedule -2 by giving a Fifteen-day time limit upon specifying the reasons therefor.
(2) The order issued pursuant to Sub-rule (1) shall be served upon fulfilling the procedures as referred to in Rule 9.
